Immigration and customs

International flights arriving in Monterrey go through immigration and customs before reaching the public area of the terminal. For domestic flights, a valid official ID is enough.

Domestic flights

Original, valid official photo ID.

Foreign visitors

Valid passport and, depending on nationality, a Mexican visa.

Duty-free allowance

Up to US$500 in goods per passenger without paying taxes.

Documents for domestic flights

Airlines accept any original official photo ID: INE voter card, passport, driver’s license, INAPAM card or professional license, among others. Copies or photos on your phone are not accepted.

Arriving on international flights

  1. Immigration. Present your passport. Foreign visitors obtain the multiple immigration form (FMM) digitally at the immigration checkpoint; keep the receipt during your stay.
  2. Baggage. Collect your bags from the belt.
  3. Customs. Choose the “Nothing to declare” or “Declare” line, depending on what you are carrying, and put your bags through inspection.

Passenger allowance

Each passenger may bring in new goods worth up to US$500 without paying taxes, in addition to personal belongings. If you exceed that amount, you must declare it and pay the corresponding taxes.

Declare cash if you are carrying more than US$10,000 or its equivalent in other currencies. Failing to declare it can have legal consequences.

Mexican citizens leaving the country

Since November 2025, Mexico’s National Migration Institute (INM) requires Mexican citizens traveling abroad to fill out the Statistical Form for Mexicans (FEM). It is free and completed online; QR codes to do it are available at the airport.

If you travel with children, see requirements for minors.
